The Manager
The manager is hired to serve the council and the community and to bring to the local government the benefits of training and experience in administering local government projects and programs on behalf of the governing body. The manager prepares a budget for the council’s consideration; recruits, hires, and supervises the government’s staff; serves as the council’s chief adviser; and carries out the council’s policies. Council members and citizens count on the manager to provide complete and objective information, pros and cons of alternatives, and long term consequences. The manager makes policy recommendations to the council, but the council may or may not adopt them and may modify the recommendations. The manager is bound by whatever action the council makes.
Excerpt from the City of Corunna Rules of Procedure:
City Manager. The City Manager shall attend all special, regular, and standing committee meetings of the Council, with the right to be heard in all Council proceedings, but without the right to vote. The City Manager may recommend to the Council, from time to time, such measures as he/she deems necessary or appropriate for the improvement of the City or its services. Before each meeting the City Manager shall prepare the agenda and obtain reports for business matters and other items to be presented to the Council. The City Manager shall attend additional meetings as directed by the Council or by Charter. (Charter Section 4.9i) (Charter Section 4.9j)
City Manager. The City Manager is the Chief Administrative Officer of the City. All administrative officers shall be responsible to the City Manager in and for the performance of the duties of their several offices. He/she shall be selected by the City Council on the basis of training and ability alone. The Council shall appoint a City Manager within ninety (90) days after any vacancy exists unless an Acting Manager has been appointed for the period of the vacancy. Elective City Officers shall not be eligible for appointment as City Manager or Acting City Manager during a vacancy until two years have elapsed following the expiration of the term for which elected.
